The bloody hands of Islam in Russia
The Islamic terrorists of the Russian province Dagestan have
declared Dagestan an independent state and called for a 'Jihad'
(an Islamic holy war where all non-Muslims are supposed to be
killed by force) against Russia. The Shura of Dagestan, an Islamic
council, reportedly signed the declaration of the independence on
August 10, 1999 at a secret meeting. The declaration invited the
neighboring Chechen Muslims to support "the Muslims of
Dagestan in their struggle against unbelievers for the liberation
of the Islamic state of Dagestan from occupation". It has
been established that the Islamic extremists of Dagestan are
linked to the fundamentalist Wahhabi movement which wants to unite
Dagestan and Chechnya to form a single independent Islamic state.
Declaration of war by Islamic Shura
The Islamic Shura of Dagestan, which works in conjunction with the
breakaway Chechen Republic, published the declaration of
independence on the Kavkaz-Tsentr website. We are reproducing it
here to show the similarities of the bone-chilling nefarious
Islamic plans on various parts of the world.
In the name of Allah the Merciful, the Compassionate!
In view of Russia's age-old occupation of the Islamic state of
Dagestan, the Islamic Shura of Dagestan decrees:
To introduce a state of war throughout the entire territory of
Dagestan.
To organize military commandant's offices in all Dagestan's
districts.
To organize shari'ah courts on all the liberated territories.

Call for help
The Islamists of Dargestan have also invited their Muslim
terrorists brothers of Chechnyan state to join hands for this
'just cause' where all the Kafirs or non-Islamic people in the
region should be killed in the name of merciful Allah. Once again,
we have reproduced the original version of the decree for our
readers.
Appeal to the Islamic Chechen state and people:
In the name of Allah the Merciful, the Compassionate!
The Islamic Shura of Dagestan appeals to the Islamic Chechen state
and Chechen people and to the mujahideen and defenders of the
religion of God who have raised the banner of Islam and the honor
and dignity of the Muslim Ummah [community] with a call to support
the Muslims of Dagestan, and also to establish direct relations
with the Islamic state of Dagestan as demanded by God's shari'ah.

The terrorists of Dagestan have selected Chechen Muslim extremist
Shamil Basayev as their military commander, and requested him to
'cleanse' Russia of the 'infidels' (non-Muslims). Although Basayev
did not comment openly on this to the Press, it has been reported
that he is already assisting the Dagestani Muslims in their
separatist movement. The Dagestani Islamic terrorists also accused
leader Magomedali Magomedov for working with the Russians, and
demanded for his arrest. All other civilian Muslims working with
the Russian authorities have been given three days to join the
side of Islam otherwise they have been warned that they would soon
face arrest or death.
The pro-jihadi Chechen Kavkaz-Tsentr website also published the
decrees where Basaylev was named as the commander of the Dagestani
Islamic terrorists and pro-Russian Dagestani leaders were
threatened with arrests. We have reproduced them here for our
readers' sake.

In the name of God the Merciful, the Compassionate!
In view of the necessity of liberating the Islamic territory of
Dagestan from age-old occupation by Russian infidels, taking into
account the great military experience and authority of the amir of
the Majlis of Muslims of Chechnya and Dagestan, Shamil Basayev,
proceeding from the historical unity of Chechnya and Dagestan,
joined by the blood of Dagestani and Chechen mujahideen and our
great Imams in centuries of joint struggle against the aggression
of Russian infidels, the Islamic Shura of Dagestan decrees:
To place on the amir of the Majlis of Muslims of Chechnya and
Dagestan, Shamil Basayev, the authority of military amir of the
united forces of Dagestan's mujahideen until the infidels have
been completely driven out of the sacred Muslim territory of
Dagestan.
Allah is Great!
In view of the most grave struggle of the Muslims of Dagestan
against the infidels and their Dagestani stooges who have sold out
and betrayed their faith, whose heads were cut off by Imam Shamil
in accordance with the shari'ah, the Islamic Shura of Dagestan
appeals to the amir of the Majlis of Muslims of Chechnya and
Dagestan, Shamil Basayev, to lead the holy jihad in Dagestan until
the infidels have been driven completely from the Muslim land of
Dagestan.
We remind Shamil Basayev of his obligation as a Muslim to fulfil
his duty before the religion of the Great God! Allah is Great! The

Decree where pro-Russian Dagestani leaders were threatened with
arrests by Dagestani Terrorists
In the name of God the Merciful, the Compassionate!
Taking as a basis the demands of shari'ah to punish Muslims who
have taken infidels as their friends and who through their acts
are damaging Islam and helping the enemies of the religion of God,
the Islamic Shura of Dagestan decrees:
To arrest the leader of the so-called State Council, Magomedali
Magomedov, as a traitor to the cause of Muslims and the religion
of the Great God.
To warn the remaining Muslim leaders who are serving the infidels
and opposing the establishment of shari'ah in Dagestan within
three days to perform the act of repentance and cross to the side
of the mujahideen or to disperse to their homes and not damage the
jihad.
Should this condition not be met and these leaders do not perform
the act of repentance within three days, they will be arrested.
The root cause of the problem
The beautiful region of Dagestan which lies on the border of
Chechnya is home to more than 32 ethnic groups. Over a span of
last 50 years, the Muslim population of the place increased
dramatically. Other than the Muslim civilians, no other ethic
group of Dagestan has any co-existential problem with any other
group. Muslim extremists of Dagestan have joined forces with their
Islamic counterpart in Chechnya and have decided to establish a
'pure' Islamic land which will be wiped clean of any kafir or
non-Islamic civilians.
Although the basic principle of intolerance and violence is
inherent in all sects of Islam, the terrorists of Dagestan belong
to the Islamic fundamentalist Wahhabi movement. The movement was
founded in the middle of 18th century by Sheikh Muhammad Ibn
Abdula Wahhab of Arabia. His primary motive was to bring Muslims
back to the "pure" form of Islam as preached by the
Prophet Mohammed. Abdula Wahhab's main instruction to all his
followers was to establish Islam all over the world by force. In
order to make this movement a reality, Wahhab asked the Islamists
to follow the footsteps of Prophet Mohammed who himself took part
in many war-expeditions and were responsible for mass-scale
massacre and killing of Pre-Islamic Pagans and Jews of Arabia.
It was a very pious group of Wahhabi devotees who later formed the
ruling dynasty of what is known as Modern Saudi Arabia. The
teachings of Wahabbai movement have found considerable support and
encouragement in countries such as India, Pakistan, China, states
of North Caucasus where Muslims have found that the actual
teachings of Wahhabi are actually based on the verses of Quran and
life-style of Prophet Mohammed.
Although the Chechen President Aslan Maskhadov said that his
government has nothing to do with it, but past record shows that
President Maskhadov has been more than helpful to the Islamic
terrorists. Maskhadov's good friendship with Arab terrorist
Khattab and local Muslim warlord Shamil Basayev is a well-known
fact. Both Khattab and Basayev are currently fighting for
'liberating' Dagestan. A large part of Chechen Muslims who are
involved in illegal drugs-business have a lot to gain when their
terrorist allies will take over the whole of Dagestan, thereby
giving them a friendly neighbor - the newly-proclaimed Islamic
Republic of Dagestan - and access to the Caspian Sea and wider
international links.
Action taken by Russian Government
Russia's acting Prime Minister Vladimir Putin started a
large-scale military operation on August 10th in order to flush
out the more than 1,000 Muslim fighters from mountainous territory
near the Chechen border. He also gave full freedom to his forces
to destroy the Islamic bases in Chechnya, where many of the
terrorists get their training and financial support. Emphasizing
on the point that Russia will make sure that those Islamic
terrorists get properly punished, Mr Putin said, "Chechnya is
Russian territory and we will strike at militants wherever they
are located".
It has been reported that the Islamic terrorists fighting in
Dagestan have suffered heavy losses and are appealing for
reinforcements after the launch of military operation by Russian
soldiers. Russian intelligence agencies have said that the in the
operation so far, 4 Russian soldiers were also killed and 13
wounded.
The Interior Ministry's spokesman of Russia said the intercepted
radio conversations among the Muslim terrorists showed that the
insurgents were incurring great losses and running out of
ammunition. He said, "One can hear them making various
hysterical appeals for people to come to their assistance at any
price, in the name of Allah."
At a press-conference in Moscow, Russia's Air-Force Commander
General Anatoly Kornukov said that the Russian forces already
drove Islamic terrorists out of two regions. In two other villages
of Caucasus Mountains, Islamic terrorists were surrounded the
Russian soldiers. Special security measures have been taken by
Government in Moscow to prevent possible acts of terrorism by
Islamic extremists.
Involvement of Pakistan and other Muslim countries in the Islamic
terrorism of Russia
On August 14, 1999 Russia issued a letter of warning to Pakistan
and some other Islamic nations for providing financial and
political backing to Islamic terrorists who are fighting with
federal troops. Russian foreign minister Igor Ivanov wrote to his
Pakistani counterpart Sartaz Aziz, "We have irrefutable
facts, proving that the terrorists are receiving financial,
material and other help from abroad."
Foreign Minister Igor Ivanov talked to Pakistani officials and
made it clear that Moscow would view any such assistance as
blatant interference in its domestic affairs. Ivanov also added
that Moscow would consider any of such help as "gross
interference" in the Russian federation's internal matters
and Islamabad would have to face all the "consequences
flowing out" from it, the sources said.
Russia sent similar messages to the foreign ministers of Saudi
Arabia and Turkey after the Russian media reported about direct
involvement of Pakistani, Arab and other foreign mercenaries, who
have captured a number of hamlets and villages in the high
mountains of Dagestan bordering on the breakaway Caucasian region
of Chechnya.
Russia has also sent letters to the UN secretary-general Kofi
Annan, Organization of Islamic Conference, European Union, CIS and
"G-8" foreign ministers, explaining the attempt of
Islamic terrorists to force anti-constitutional order on the
Republic of Dagestan.
